The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE's role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.

Tasks and Responsibilities

Under the overall supervision of the Environmental Programme Officer, the Associate Environmental Project Officer will assist the Environmental Co-operation Unit of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) in the development, implementation, monitoring and reporting of extra-budgetary (ExB) projects in the field of environment and security, primarily targeting Eastern Europe and Mediterranean Partners for Co-operation. More specifically, he/she will be tasked with:

  • Drafting extra-budgetary project documents, budgets and detailed work plans and assisting in inception of projects; 
  • Supporting organization of meetings, workshops, trainings, study tours in close collaboration with relevant OSCE Secretariat departments, OSCE Field Operations and other local, national, and international stakeholders, and drafting reports for such project events;
  • Preparing project revisions, including adjustments to activities or budgets on the basis of changed circumstances and in compliance with the donor requirements; 
  • Performing research on relevant thematic issues, national and international policy and legislative frameworks and preparing background and information material;
  • Maintaining close relationships with project stakeholders at technical level including relevant national authorities, institutions, NGOs, academia as well as partners;
  • Assisting in monitoring the implementation of the projects against the established indicators; 
  • Drafting narrative and financial project reports;
  • Alerting project managers to potential risks, problems, and issues that emerge during project implementation; 
  • Collecting, consolidating and documenting lessons learned and the knowledge generated through respective extra-budgetary projects;
  • Contributing to the visibility of the results obtained in the respective extra-budgetary projects; 
  • Performing other related tasks as required.
