The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the SR/CTHB assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings. The Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (CTHB) with a focus on the following activities: enhancing the awareness and understanding of THB across the OSCE region; policy planning and advocacy especially in the area of emerging trends of THB and effective approaches to combating THB; and direct assistance to participating States in practical and technical areas, at their request.

Tasks and Responsibilities

Under the overall supervision of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) and in co-ordination with the OSCE Office for Communication and Media Relations (COMMS), the Associate Public Information Officer will support the management of the press and public information portfolio of the Office, including its social media network, by editing communication material including public statements, factsheets, brochures, as well as thematic publications, by communicating to the media, preparing inputs and background reports. Specifically, he/she will be tasked with the following duties:
  • Drafting press releases of official OSR/CTHB events and trips, conferences, round tables and donor events;
  • Processing media enquiries and requests for interviews from local and international journalists, NGOs, external partners; occasionally, in co-operation with COMMS, co-ordinating press conferences;
  • Editing/drafting inputs for responses to media enquiries;
  • Writing, editing and updating brochures, fact sheets and other public information materials for both internal and external use to promote awareness of SR/CTHB activities;
  • Assisting with the management and maintenance of the OSR/CTHB's social media; maintaining the OSR/CTHB webpage, including updating relevant content and overseeing layout/design;
  • Assisting in preparing and or delivering briefings on behalf of the OSR, including for visitors, or for delegations of OSCE participating States, on the activities of the OSR/CTHB;
  • Monitoring media sources in relation to THB (in printed and electronic form);
  • Drafting, proof-reading and editing written submissions in line with the Office's publication strategy and OSCE style standards;
  • Drafting OSR statements on the occasion of conferences, meetings and other events;
  • Co-ordinating the physical and digital library (including maintaining and regularly updating the catalogue of publications and other resources, and drafting of abstracts of selected publications;
  • Performing other related duties, as assigned and required.

Necessary Qualifications

  • A minimum of four years of professional experience in the media/public relations field;
  • University degree in international relations, political/social sciences, journalism, or related field;  advanced degree desirable.
  • Solid experience in report writing, editing, drafting;
  • Professional fluency in English; working knowledge of German and/or Russian language(s) would be an asset;
  • Excellent written and oral communication skills;
  • Knowledge of and experience with social media applications;
  • Experience in the context of diplomatic and institutional affairs would be is an asset;
  • Knowledge of/experience in organizations dealing with multilateral affairs, human-rights/humanitarian issues would be is an advantage;
  • Computer literate with practical experience using Microsoft applications;
  • Cultural sensitivity and political judgement;
  • Flexibility and ability to work within limited time frames;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
