The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. We are seeking to fill the position of an Electrical Specialist - Consultant, based in our Headquarters in Rome, Italy.


BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This position will support WFP Engineering which is based at WFP HQ in Rome, Italy. The Consultant Electrical Specialist; will work with WFP Engineering and will provide expertise in his/her discipline. He/she will be mainly required to work on the projects that are related to the Energy Efficiency Programme (EEP). The candidate will assist the team in any technical, financial and administrative aspects of the assigned projects, fields of work or emergency operations with which the team is involved.
Together with the above, the role may involve travel to difficult duty stations to undertake assessment of works or proposed works or in the support of country offices and engineering teams.

ACCOUNTABILITIES/RESPONSIBILITIES:
Under the general supervision of the Chief Engineer, WFP Engineering, or delegated person, duties required of the Consultant Electrical Specialist shall include but not be limited to the following:

  1. Undertake studies and/or designs of project elements in the field of renewable energy sources such as but not limited to photovoltaic and wind;
  2. Develop or update project budgets or preliminary and detailed costs estimations to implement these systems (feasibility studies could be required);
  3. Undertake energy surveys on various facilities within the organization, gathering and filing data, providing support to the respondents, identifying the type of electricity meter to be sent and configure it.
  4. Conduct assessments of the electrical distribution system in WFP premises, and prepare scope-of-works documents and draft contract documents for the implementation of the works.
  5. Carry out and oversee electrical works in field locations, including renovation of electrical distribution systems and installation/commissioning of power sources.
  6. Undertake market researches, feasibility studies, preliminary or detailed designs (preparing, writing and assembling drawings, schematics, masterplans, design calculations and reports, technical specifications) which require a detailed knowledge of the international standards and codes.
  7. Develop project reports, cost analysis, budgets or preliminary and detailed costs estimations to implement projects in the field of electrical, mechanical, energy or special systems.
  8. Attend meetings and prepare and review reports, minutes and correspondence.
  9. Liaise with stakeholders, both internal and external to the organization, in particular with suppliers, third parties, universities, etc, undertaking market analysis and researches.
  10. Undertake administrative tasks as required, and provide project management services for the projects where and when requested.
  11. Review and evaluation of planned and ‘in progress’ projects, reporting to WFP Engineering on status.
  12. Establishment and maintenance of project performance monitoring, evaluation and reporting procedures, up to project completion.
  13. Participate in design reviews or meetings or workshops (reading, interpreting and critique/comment on technical drawings, proposals, specifications, schematics, etc) and giving advice and recommendation.
  14. Operate computer-assisted engineering and design software and equipment to develop designs of power supply and distribution systems.
  15. Undertake missions in the field, if and when required, to complete project-specific assigned tasks or the undertake surveys and detailed analysis.
  16. Undertake and complete any other tasks as assigned by the Chief Engineer from time to time.
  17. Make recommendations to local management on the staffing and skills levels required to support power supply systems support infrastructure.
  18. Identify staffing requirements and assist in recruiting national and international electricians/mechanics and electrical engineers.
  19. Train users on the proper use of the WFP power supply systems.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
  • Bachelor Degree or equivalent 10 years of relevant work experience.
Experience:
  • At least 10 years relevant international electrical design and implementation experience at increasing levels of responsibilities within the Humanitarian Community.
  • Previous experience with the UN or a similar organisation is a strong asset.
Knowledge & Skills:
  • Good written and verbal communication skills.
  • Good knowledge and hands on experience in energy topics (waste, water, electricity, renewable sources, green technologies, energy efficiency, etc).
Languages:
  • Fluent in English
  • Desirable - An ability to work and communicate effectively in Spanish, French or Arabic is highly desirable, with particular emphasis on technical vocabulary.
