Junior Consultant – Knowledge Management and Communications
The PAA Africa Programme (Purchase from Africans for Africa) is a joint initiative of the Brazilian government, the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP), and the UK Department for International Development (DFID). Building on the partners’ knowledge and experience, it seeks to share the Brazilian learning with the “Food Purchase Programme” (PAA), which is in place since 2003 as part of Brazil´s Zero Hunger Strategy. Initiated in February 2012, the PAA Africa is implemented in Ethiopia, Malawi, Mozambique, Niger and Senegal. The PAA Africa team, within the P4P unit in WFP supports activities in the five pilot countries.
The PAA programme seeks to link support to and local purchases from smallholder farmers to schools – thus benefiting communities and providing improved nutrition (through a diversified food basket) and school attendance rates. It builds on, and where possible links with existing WFP programmes (in favour of smallholder farmers and in support of home grown school feeding). In January 2014 phase II began, which will end in 2017. The second phase focuses on engaging governments to identify a path to integrate PAA into national programmes and strategies. Seven National Consultations are being organized in the programme countries to assess the support needed by governments to set up, strengthen and operationalized national home-grown school meals programmes.
Description
Under the supervision of the PAA Africa Focal Point and the oversight provided by the Purchase for Progress (P4)Senior Programme Adviser and in liaison with FAO/PAA, country offices and other project staff and partners (Brazil, DFID and IPC-IG), the incumbent will:
- Support to the organization and logistic of the seven PAA national consultations;
- Support the preparation of relevant documents, fact sheets, reports and knowledge material for the national consultations;
- Support the preparation and completion of the PAA programme’s narrative and financial reports;
- Support monitoring, data collection and knowledge management;
- Assist the preparation of documents for the PAA’s integration strategy at country level and assist in the preparation of communication material on PAA Africa programme;
- Under the supervision of the P4P Communication team, produce communication and advocacy material on the concluding phase and potential scale up of PAA Africa;
- Assist in maintaining a network of PAA focal points at both country level and HQ;
- Assist in updating internal guidelines;
- Attend meetings, take notes, prepare briefs, reports and statements;
- Perform other duties as required.
The Junior Consultancy will be starting in April for a period of 3 months.
Qualifications and Experience Required
Education
- University degree in international relations, development studies, social sciences, political sciences, or related field.
Experience
- At least one year of postgraduate professional experience in international development, donor aid programmes or other related fields;
- Experience with WFP and/or other humanitarian organization is desirable.
Technical Skills and Knowledge
- General knowledge of UN and WFP policies and programmes;
- Knowledge of current thinking and development of programmes related to smallholders, institutional procurement and home-grown school meals;
- Proficiency in MS Office (Word, Excel, PowerPoint,Outlook) and other standard office software packages and systems.
Competencies
- Excellent drafting, communication and presentation skills in English;
- Advocacy skills in inter-governmental /inter-agency processes would be considered an asset;
- Strong analytical skills and ability to plan and organize work;
- Ability to work independently in a timely and organised manner;
- Ability to work in a team and establish effective working relationships with people from different nationalities and cultural backgrounds.
Language
- Fluency in English. Knowledge of French would be considered as an asset.
Availability
- Availability to start as soon as possible.
- Availability to travel as necessary. The position includes support to five PAA Africa country offices.
