HR Specialist - (1700085)  Grade: P4Contractual Arrangement: Fixed-Term AppointmentContract duration: 1 YearJob PostingClosing DatePrimary LocationOrganizationSchedule  The Department, Human Resources Management (HRD) is responsible for providing a sound, well managed, responsive and efficient organization-wide Human Resources Management strategy and global HR advisory services which support the work of WHO and its Member States, encompassing, but not limited to: HR Policy Development, Organizational Design and Job Classification, Talent Management (including Succession Planning, Global staffing, Career Development and Training, Rotation and Mobility), application of the UN Common system's Compensation and Benefits, HR Legal Advisory Services, Administration of Justice, Global Staff/Management relations, representation of WHO in inter-agency UN Common System HR initiatives. The immediate programme ensures the efficient management of all aspects of HR planning and selection services at headquarters, including rotation and reassignment of staff for all headquarters-based programmes and operations. Being a source of authoritative advice on practical HR planning and recruitment-related functions in particular, the programme functions as a one-stop-shop for all selection and recruitment related issues.The purpose of the position is to lead a team that will support and enable the provision of efficient and effective client-oriented HR services for management and staff in the areas of: HR planning, selections and recruitment, and to provide briefings on entitlements and benefits; on-boarding and separation; reassignments involving change of duty station, in particular in relation to mobility for staff at WHO HQ.Under the general supervision of the HR Manager, and as the Team Lead for a group of assigned clusters, the incumbent monitors policy changes in the relevant areas, analyses trends in staffing needs and advises on changes in systems needed to satisfy expected needs. The individual is a technical expert, managing a number of assigned support staff in the execution of HR services, inparticular selection and recruitment. Working closely with programmes and departments across Headquarters, the individual advises on the development and the subsequent translation into action of cluster and departmental HR plans.The incumbent will work under the overall guidance of the HSP HR Manager and in close collaboration with the other HSP Unit Team Leads, the other units in the HR Department, cluster Management Officers and HR Assistants, the Global Service Centre and the office of the Assistant Director-General/General Management (ADG/GMG) in carrying out the following assigned duties:

A. Manage the staff of the assigned team:
- supervise, manage and guide the work of the assigned team including: preparing and monitoring of work plans, identifying development needs of staff and proposing and carrying out appropriate training.
- ensure performance of assigned staff is monitored, evaluated and constructive feedback provided in a timely manner.

B. Support services to HQ management and staff:
- support and advise managers in planning current and future staffing needs advising on the development and the subsequent translation into action of departmental HR plans, including succession planning options, reorganisations and use of available resources to attract and retain qualified staff.
- cultivate proactive, long-term partnerships between the HR team and other divisions, units, offices and teams within the Organization to foster an enabling environment.
- review highly sensitive or contentious individual cases, including counselling and briefing, and advise senior management on courses of action and suggest innovative solutions where appropriate.
- exercise quality control and monitor trends and patterns in HQ.
- provide related advice and guidance in areas such as, but not limited to: queries related to entitlements and benefits; on-boarding and separation; and on-entry step determination and performance management.
- present topics at the HQ Induction Programme for all new staff joining the Geneva duty station.

C. Selection and Recruitment:
- coordinate recruitment within the portfolio and manage selections at all levels to ensure the provision of high-quality, consistent selection and recruitment services to all assigned clusters, programmes and staff in HQ.
- serve as key advisor and facilitator to managers and selection panel members on the processes, coaching when necessary and providing training on competency based interviewing techniques as needed.
- ensure the provision of authoritative advice and the consistent application and interpretation of recruitment policy in compliance with the staff rules and regulations.
- ensure efforts to contribute to WHO's diversity target's (gender and geographical balance) through hiring decisions.

D. Policy:
- ensure that experience gained in providing services to management and staff is fed appropriately into future policy development.
- follow the ICSC discussions on changes to compensation packages and provide advice to HSP team members and Cluster HRAs and Managements Officers on developments likely to have an impact and their potential consequences.
- contribute to and support the development of policy and subsequent implementation of the transfer of non-staff contract types from procurement to HR.

E. Support to other HSP Priority areas and programmes:
- upon the request of the HR Manager, backfill and/or provide the full range of HSP services to Departments/Clusters as may be assigned, either during peak periods, emergency responses, prolonged absences of other HR Specialists in the team, or as may be required, in order to meet the objectives of the unit.

Education
Essential: Advanced University degree in human resources management, public or business administration, psychology or other relevant social sciences.

Desirable: Training in information technology software and, in particular, database applications.

Experience
Essential: At least seven years of relevant and progressively responsible experience in the professional field of human resources management, of which at least three years must be in managing selection and recruitment processes independently and through subordinate staff. A minimum of two years of experience at the international level. Proven experience in at least two of the other specialized areas of classification, contract administration, compensation, and performance management.
Desirable: HR experience in the UN system and/or a multinational organization.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 69,032 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4642 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
