The overall objective of the UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The position is located in the Economy Division, Energy, Climate and Technology (ECT) Branch, at the Paris duty station. Under the guidance and supervision of the Chief, Energy, Climate and Technology Branch, the incumbent will carry out the following duties:

Under the guidance and supervision of the Chief, Energy, Climate and Technology Branch, the incumbent will carry out the following duties:
Responsibilities
Budget and Finance: Advises and supports the Branch Chief in the management of financial resources by: a) Ensuring that funds entrusted to the Energy, Climate and Technology (ECT) Branch are managed with due diligence, within UN rules and regulations and fiduciary standards; ensuring optimization and alignment of the resources with the expected outputs of the Branch by applying result based budgeting. b) Preparing and delivering financial presentations and reports for the Branch Chief and donors as required; bringing to the attention of the Branch Chief all emerging issues implying any increased financial exposure; preparing expenditure forecasts and projections; informing and updating the Branch Chief and project managers on funds management issues. c) Advising the Branch Chief and staff on the application of relevant UN Financial Regulations and Rules, procedures and guidelines for all transactions made and agreements entered into the Branch. d) Advising the Branch Chief on matters relating to the ECT Branch budget, Trust Funds and Counterpart contributions. e) Providing financial management information packages to project managers so as to ensure effective implementation of the Programme of Work within the approved resources and mandate. f) Assisting the Branch Chief with fundraising and application of co-financing guidelines. g) Acting as Branch administrative focal point for the Division Office and Office of Internal Oversight Services. Programme Management Support: Supports and facilitates programme management by: a) Leading, overseeing, and coordinating financial and human resources aspects in the preparation and implementation of the Branch’s Programme of Work and budget to ensure compatibility with priorities and objectives, taking into account the most effective use of resources. b) Supervising the Branch finance staff team in the preparation and revision of all Branch projects and budgets, following-up and monitoring financial reporting of implementation of agreements in accordance with agreed parameters, and initiating closure of projects. c) Assisting the Branch staff in monitoring and implementing all Branch projects; particularly by i) providing updated and accurate information on the status of contributions and expenditures; ii) monitoring related transactions and instituting remedial measures as required to ensure full liquidity at all times, iii) providing guidance on appropriate legal documents and financial instruments. d) Providing advice on procedures, and interpreting the application of UN Financial Rules and Regulations. e) Overseeing contractual arrangements with donors. f) Supporting the Branch staff on audit recommendations and taking corrective action resulting from audit findings. Human Resources: a) Overseeing the Branch’s vacancies, job classification, recruitment, placement, performance appraisal, and training activities to ensure compliance with UN rules and procedures. b) Providing expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. c) Reviewing post incumbency reports for purposes of vacancy management and staffing table control. General Administration: a) Developing and implementing procedures to ensure that accounting and financial management controls are consistent with UN policies and practices . b) Supervising administrative support staff and provide leadership by jointly setting objectives and standards, managing performance, identifying training needs, and facilitating team work and a high productivity environment c) Advising colleagues on issues related to financial administration, human resources administration and management information issues and practices. Performing other related duties as required.

Education
Advanced university degree in accounting, finance, business or public administration or related field. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in financing, accounting, administration or related field is required. Experience working within the UN system is an advantage.
