BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The UN World Food Programme (WFP) is the frontline humanitarian agency fighting hunger worldwide. On average, WFP reaches more than 80 million people with food assistance in over 80 countries.  Around 14,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.

The WFP Innovation Accelerator in Munich (”Accelerator”) supports innovations globally to reach a world without hunger.  As such, the Accelerator identifies potential innovations and startups that can contribute to end hunger, organises “innovation bootcamps” (1 week events in Munich) and events for innovators, hosts innovation teams in our Munich office for limited time within our sprint programme and provides funding and hands-on support to startups and innovators in developing countries, explores the future of disruptive ideas as well as providing funds to scale up promising innovations for zero hunger.

The Accelerator serves as a crucial link between WFP’s field offices and networks outside of WFP.  It creates a start-up environment, fast-paced and collaborative, bringing together WFP staff, expert advisors and, external innovators from startups, academia, other not-for-profit organisations and the private sector with the aim to end hunger. Reporting to the Head of Innovation Accelerator, the Full-stack Developer Consultant will be primarily responsible for building and maintaining a mobile web application for one of the innovations/startups supported by the innovation accelerator key projects that is now entering the scale-up phase. Secondly, the consultant will provide technical support to other projects supported by the Innovation Accelerator.

ACCOUNTABILITIES/RESPONSIBILITIES:

1) Lead technical product development for web and mobile-based projects from pilot phase to scale up in multiple countries, including:

  • Make technical and architectural decisions in order to ensure that products are delivered efficiently and with clearly explained technical rationale.
  • Design, develop and maintain web and mobile-applications with varied use cases. Work with internal and external partners to hand over projects at suitable points in the product life cycle.
  • Demonstrate and lead agile methodology by rapidly prototyping and iterating on functional prototypes for validated learning, working in conjunction with interaction designers at the Innovation Accelerator.
  • Take ownership over project timelines and deliverables. Willing to learn new skills and frameworks as required
  • Generate new and complete technical solutions to complex problems.

2) Ensure digital solutions meets the needs of stakeholders

  • Oversee development, and deliver high-quality code through all layers in a web application stack.
  • Work with internal and external stakeholders on expected delivery timelines and feature scoping. Communicate expected tradeoffs and technology decisions

3) Other activities

  • Act as facilitator to staff on development activities within the Innovation Accelerator
  • Be able to travel in multiple countries to support the initial phase of the scale-up of projects in the different WFP country offices
  • Execute any other task required to support the activities of the Innovation Accelerator

DELIVERABLES AT THE END OF THE CONTRACT:

  • Ensure that all the technologies and the codes developed during the contract are well documented and available for the project supported by the WFP Innovation Accelerator.

QUALIFICATIONS & EXPERIENCE REQUIRED
EXPERIENCE:
  • At least 3 years of experience with a full-stack development position
  • Experience with building a unification interface for operations between companies
  • Experience with backend systems in fin-tech or online payments projects preferred
  • Experience with project transition and coding reorganisation, from agency development to in-house development.

KNOWLEDGE & SKILLS:
Technical Skills Required:

  • Strong knowledge of mobile technology and cloud computing
  • Full web/mobile development stack. PHP, MYSQL, API Integrations, HTML/SCSS/SASS.
  • Solid experience with PHP, MySQL in particular, and senior full stack development experience with other technologies a must. 
  • Highly proficient with HTML, CSS, Javascript.
  • AWS and API experience required
  • Experienced with agile methodology and user-centered design and its practical applications.
  • Demonstrate strong understanding of latest frontend techniques and frameworks
  • Self-motivated and able to work with a high degree of autonomy
  • Experience working in startup, fast-paced environments
  • Able to community with a wide range of team members and stakeholders with maturity and tact
  • Fully motivated to achieve the goals of the World Food Programme

Desirable Skills:

  • Heroku, Django/Python, Docker or equivalent.
  • Strong analytical abilities, both quantitative and qualitative
  • Startup experience and comfortable with uncertainty a plus
  • Ability to interact with managers with maturity and tact
  • Mature judgment with strong communication and interpersonal skills
  • Collaborative spirit able to liaise with a wide range of people at all levels and across different cultures and to act with credibility and diplomacy.
  • Some familiarity with enterprise technologies helpful
  • Experience on working for innovations in collaboration with large organisations helpful

LANGUAGES:

  • High proficiency in written and spoken English required
  • Knowledge of another official UN language is desirable.
