Georgia has come a long way to introduce e-Government and make positive changes in the development of public services using modern and innovative ICT tools. Due to this focus, it is crucial that e-Government related matters are appropriately acknowledged, implemented and practically applied by the public sector employees at all levels. It is important that members of all public institutions have general awareness and skill set to use ICT tools, which is a major precondition for successful e-Government.
The main function of National Agency of State Property, LEPL of Ministry of Economy and sustainable development is to promote the process of state owned property management and disposal and its transfer to the possession. The goal of the agency is disposal of state owned property with investment terms / transfer to the possession which will contribute to increasing budgetary revenues and provide functional usage of relevant units.  
National Agency of State Property did not have software till creation of state property management system (SPMS) and the process of receiving/reviewing documents was implemented by electronic document flow system. As ongoing processes in the agency are very complex and voluminous, it requires engagement of many groups/units. Non-existence of software was creating number of problems such as: process delays, delays in service delivery, etc.   
Based on the above, negotiations with the Ministry of Justice of Georgia’s LEPL National Agency of Public Registry have been held. It was decided that LEPL National Agency of Public registry will develop several modules of State Property Management System (SPMS). The choice was conditioned from previous successful experience of NAPR creating similar projects. 
LEPL National Agency of Public Registry has created state property privatization module which is already functioning; contract obligation monitoring module is under development stage. After implementing SPMS, National Agency of Public Registry will get possibility to provide fast and accessible services for consumers.
Goal of LEPL National Agency of State Property is to conduct disposal of state property in legal and transparent way and in parallel to ensure maximum satisfaction of consumers by providing high-quality as well as remote services. Also, for effective implementation of agency activities, it is necessary to create and add relevant modules in the software for other structural divisions and units, which includes full automatization of the Agency processes. Taking in consideration all the above mentioned, implementation of the following activities are planned:
  • Creation web-page for customers;
  • Placement of  services at Citizen’s Portal: My.gov.ge;
  • Improvement and Development of existing module of privatization;
  • Creation of State Property Accounting and Monitoring Department’s module;
  • Creation of module for division of relations with private sector;
  • Creation of module for division of relations with law-court.
For the realization of the described work in 32 weeks (8 months), engagement of 5 additional experts with different qualifications is necessary:
  • Business Analyst;
  • Senior Backend Programmer;
  • Backend Programmer;
  • Frontend Programmer;
  • Frontend & Web-service Programmer.
Engagement of experts is necessary in duration of full project period. 

Duties and Responsibilities

The objective of the assignment for the local consultant - Senior Backend Programmer - is to support/consult on improvement and development of existing privatization module of State Property Management System (SPMS); create State Property Accounting and Monitoring Department’s module; create module for division of relation with private sector, which includes set of architecture design and functional of database.
The expert will work under the overall supervision of the Governance Reform Fund (GRF) PAR Coordinator through the Governance Reform Fund Project Manager and in close coordination with the Head of Information and Distance Services Unit at National Agency of State Property. The service provider will be directly responsible to, reporting to, seeking approval from, and obtaining certificate of acceptance of outputs from the above-mentioned persons. 
The assignment envisages the following tasks:
  • Analysis of existing State Property Management system (SPMS);
  • Research of used architecture and technologies of existing State Property Management System (SPMS);
  • Research of database functionality of existing State Property Management system (SPMS);
  • Participation in elaboration of software architecture with Software Architect;
  • Research and Development of requirements with Business analyst;
  • Development of database functionality system’s additional modules.
Payment Modality and Schedule: 
The payment schedule is given bellow and will be made upon satisfactory completion/submission and approval of the deliverables by the UNDP:
  • After 10 weeks: Renewed database functionality of existing privatization module – Test version – 20%;
  • After 14 weeks: Renewed database functionality of existing privatization module – Final version – 20%;
  • After 20 weeks: Database functionality of State Property accounting and Monitoring Department’s module – Test version – 20%;
  • After 24 weeks: Database functionality of State Property accounting and Monitoring Department’s module – Final version – 20%;
  • After 28 weeks: Database functionality of module for division of relation with private sector – Test version;
  • After 32 weeks: Database functionality of module for division of relation with private sector – Final version – 20%.

Required Skills and Experience

Education:
  • Bachelor's degree in Information Technology or other technical sciences (minimum requirement: Bachelor's degree: 5 points; Master's – additional 5 points).  
Experience:
  •  At least five years of experience in working on data structures (stack, list, array etc.) and algorithms (sorting, binary search, etc.) (minimum requirement: 5 years - 5 points; more than 5 years – additional 5 points);
  • At least five years of experience in working on issues related to database management system (RDBMS) (minimum requirement: 5 years - 5 points; more than 5 years – additional 5 points);
  • At least five years of experience in working on Oracle PL/SQL Programming Language (minimum requirement: 5 years - 5 points; more than 5 years – additional 5 points);
  • At least five years of experience in working on Java Programming Language (minimum requirement: 5 years - 5 points; more than 5 years – additional 5 points).
Language requirements: 
  • Fluent knowledge of Georgian language;
  • Good knowledge of English language.
Evaluation:
Individual consultants will be evaluated based on the cumulative analysis method against combination of technical and financial criteria. Maximum obtainable score is 100, out of which the total score for technical criteria equals 70 (50 points - desk review and 20 points - interview) and for financial criteria –30. Offerors that do not meet Minimum Qualification Criteria will be automatically rejected, while the rest will form up the long list. The offerors who obtain minimum 35 points as a result of the desk review will be invited for the interview. Offerors who pass 70% threshold, i.e. obtain minimum 14 points, as a result of the interview will be requested the financial proposal. 
Financial Proposal:
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the ToR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount. Maximum 30 points will be assigned to the lowest price offer. All other price offers will be scored using the formula (inverse proportion):  Financial score X = 30* the lowest price offer/suggested price offer. All envisaged travel costs must be included in the financial proposal as well.
