The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the OECD and the IEA seek opportunities to work with an increasing number of non-members of growing importance to the world economy.
The IEA seeks a Senior Energy Analyst to contribute to the preparation of its annual World Energy Outlook (WEO) publication, which has gained a reputation as the most authoritative source for energy analysis and projections. Each year it provides a full update of energy projections through to 2040 and insights into what they mean for energy security, the environment, economic development and universal access to modern energy.
The selected candidate will be part of a team of enthusiastic professionals reporting to the Head of Demand Outlook Division in WEO, and will work closely with the Supply Outlook Division.
Main Responsibilities
Management
- Provide intellectual leadership and guidance in developing thought leading analysis of future energy market trends.
- Work collaboratively with other IEA units, ensuring cross-Agency research and analytical projects that require professional input from an electricity market perspective.
- Ensure successful completion of publication processes, from workshop preparation, to drafting and analysis, external and internal consultation and dissemination of the results.
- Oversee, guide and coach the work of junior analysts that contribute to WEO market analysis, ensuring proper teamwork and cooperation.
Energy analysis
- Work closely with the heads of Demand and Supply Outlook divisions ensuring the smooth functioning of all the aspects of the preparation of the IEA’s annual World Energy Outlook publication, from conceptualization to dissemination.
- Coordinate the preparation of chapters, special reports and country focuses for inclusion in the WEO series (i.e. each edition typically includes an in-depth focus on energy trends in a particular country or region).
- Coordinate WEO analysis on topics for inclusion in the publication, i.e. energy demand, energy security, environmental impact, sustainable development goals including through coordinating the IEA’s collaboration with other international institutions active on this issue.
- Lead qualitative and quantitative analysis of topical issues confronting the energy sector for inclusion in the WEO or other stand-alone reports or papers.
- Stay abreast of relevant policy developments in member and non-member countries and with related academic work.
- Draft reports, working papers and briefing notes for senior Management.
Liaison and Outreach
- Collaborate with other Directorates in the Agency, the OECD and other national and international organisations, the energy industry and research bodies in the analysis of the impact of energy market developments on the macro-economies of Member and non-Member countries.
- Participate in preparations for meetings of IEA standing committees, working parties and other groups as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings. Organise multi-stakeholders workshops to inform chapters, special reports, in-depth analysis for WEO series.
- Establish, develop and maintain contacts with members of national delegations, other international organisations, representatives of industry, and other institutions involved in energy market assessments.
- Promote the work of the IEA externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings
Ideal Candidate Profile
Academic Background
- An advanced university degree in economics, engineering, or mathematics or other relevant discipline.
Professional Background
- At least seven years’ experience in energy and economic policy analysis, preferably within an energy policy context.
- A good understanding of the energy sector (production of energy, transformation, end-uses, energy policy priorities and challenges) and its history.
- Understanding of energy models, and their use for policymaking.
- Policy experience with exposure to energy questions in government and/or industry.
- Professional experience managing projects, preferably within an international context. Experience managing and attracting funds would be an advantage.
Languages
- An excellent written and oral command of English. Good knowledge of other language(s) would be an asset.

Contract Duration
- A two year fixed term appointment, with the possibility of renewal.
- Monthly base salary starting from 8242 EUR, plus allowances based on eligibility, exempt of French income tax
