Project “Support to Local Development in Belarus” is aimed at assisting government authorities, as well as self-governance and non-state organizations with improvement of good governance standards through a participatory approach and strengthened dialogue between the authorities, businesses, not-for-profit organizations and citizens. The Project seeks to consistently enhance the capacity of the said parties to jointly formulate local development priorities, design, implement and monitor local initiatives. Overall goal of the project: Development of capacity, partnership and initiative in the Republic of Belarus in the area of management of social and economic development at the local level. This goal will be achieved through addressing the following objectives:
- Large-scale information and education campaign, first Contest of Local Initiatives;
- Strengthening of the capacity of local authorities and organizations in the field of ABD and project management;
- Development of ABD passports with the involvement of stakeholders.
- Practical implementation of ABD initiatives, analysis and dissemination of accumulated experience;
- Effective project management.
The Project is implemented in all six regions of the Republic of Belarus. The Project is focused on raising community awareness of the ways and mechanisms of managing area-based development (ABD) based on broad stakeholder engagement and gaining experience in solving vital local-level problems, planning future development of respective settlements, and implementing relevant initiatives.

Duties and Responsibilities
|
|
Under direct supervision of the Project Manager, Area-Based Development Coordinator will:
- Contribute to the raise of communities’ awareness of the ways and mechanisms of managing area-based development (ABD) based on broad stakeholder engagement;
- Contribute to the implementation of local initiatives supported within the framework of the Main Contest of Local Initiatives;
- Contribute to the organization and implementation of the Main Contest of Local Initiatives;
- Supervise and coordinate the work of Project Regional Coordinators;
- Supervise and coordinate the work of local and international experts and trainers;
- Participate in organizing study tours to foreign countries on area-based development, participatory planning and strengthening of public administration mechanisms;
- Organize and coordinate the activities of 30 local action groups created within the Project in the pilot districts;
- Provide guidance and advisory assistance in drafting Area-Based Development (ABD) Passports for 30 pilot districts;
- Conduct a project impact assessment of ABD and participatory planning mechanisms application at the grassroots level, collect lessons learned;
- Contribute to the organization of 6 regional conferences and one national roundtable on ABD and participatory planning;
- Prepare guidelines and recommendations based on the results of the Project activities related to ABD approaches applications in the Republic of Belarus;
- Perform other tasks within the sphere of competences as assigned by the direct supervisor.

Competencies

- Job knowledge and expertise: knowledge and understanding of the job requirements; practical knowledge of Belarusian civil society, working knowledge of community driven development approaches as well as knowledge of the EU approaches/interventions related to local governance and community development; strong report writing skills and experience in writing and delivering presentations;
- Result Orientation: assesses the performance to identify success factors and incorporates best practices into project work; demonstrates ability to manage data and prioritize tasks;

Required Skills and Experience
|
|
- Master’s degree in economics, behavioral science, social science, public administration;
- At least 2 years of relevant professional experience in the field of management/participation in project implementation;
- Work experience in coordinating partner/stakeholder activities, work experience with civil society organizations and local authorities is an asset;
- Working knowledge of UNDP rules and regulations is an asset;
- Excellent written and spoken English and Russian is mandatory, including the ability to draft, edit and finalize documents.
