a.            Purpose
To prepare video news reports for UNDP projects within the Resilience portfolio.
b.            Objective
To contribute to better communication of projects’ results.
c.             Background Information
The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), is implementing together with the Ministry of Mining and Energy (MoME) three GEF Projects titled:
1.            Reducing Barriers to Accelerate the Development of Biomass Markets in Serbia (Biomass Project) and
2.            Removing Barriers to Promote and Support Energy Management Systems in Municipalities throughout Serbia (EE Project).
3.            Climate Smart Urban development (CSUD Project)
With 2.85 m US$ from the GEF, the Biomass Project will have a total volume of 30 m US$. Co-financing will be provided by Serbian institutions and private investors.
The Biomass Project will inter alia contribute to establishing the required legal and institutional framework needed for the development of the biomass market. In addition, the project will provide an investment support grant mechanism (ISGM) for private investments with the aim to realize 6 biomass/biogas fired combined heat and power plants (CHP). Additionally, a number of similar projects will be technically prepared in terms of the elaboration of feasibility studies and technical documents. Biomass Project strategy is to increase institutional capacity of Serbia to deal with biomass, by establishing the specialized Biomass Support Unit (BSU) within the MoME, with the purpose to provide institutional support to the capacity enhancement of all stakeholders to develop, finance, construct and operate bankable biomass energy projects. In addition, BSU is responsible for the implementation of ISGM and a public call for grant applications under IGSM. Complementary activities will include a number of training activities for municipalities, investors and banks, as well as capacity building and planning activities at the national and local level.
With 2.3 m US$ from the GEF, the EE Project will have a total volume of 22 m US$. Co-financing will be provided by Serbian institutions, JICA and KfW.
The objective of EE Project is to introduce and support the implementation of municipal Energy Management Systems (EMS), including Energy Management Information Systems (EMIS), throughout Serbia to increase the EE investments in public buildings and municipal services and to facilitate their more energy efficient operation in general. EE Project is fully in line with the provisions of the Law on Efficient Use of Energy which stipulates establishing of an EMS in Serbian municipalities and therefore will contribute its implementation. EMIS was developed by the UNDP Energy Efficiency Project in Croatia with the purpose of monitoring, analysing and reporting on the energy and water consumption in public buildings. In that respect, EMIS is a powerful tool for energy management, necessary for the implementation of the Law. While the minimum project target by the end of the project is to have at least 30 Serbian municipalities to formally adopt and start the implementation of EMS and EMIS, the EE Project also seeks to facilitate their replication in other Serbian municipalities. Complementary activities will include preparation of EE projects in public buildings/facilities (technical identification, energy audits, elaboration of investment packages, etc.) along with the implementation of 0.5 mill US$ grant for 10 EE demonstration projects in public buildings including energy efficiency certification of buildings in accordance with the Law on Planning and Construction. Further to that, EE Project will include extensive capacity building of municipalities as well as advocacy in the field of EE. In addition to the said activities the EE Project will include further development of EMIS and development of axillary software tools of less complexity aimed at specific tasks of municipal energy management.
With 2 m US$ from the GEF, the CSUD Project will have a total volume of 12,51 m US$. Co-financing will be provided by following contributions: Ministry of Agriculture and Environmental Protection (5 million EUR), UniCredit Bank (30 million EUR), Embassy of Sweden (12,5 million EUR), the Government of Switzerland – Swiss Cooperation Office (13,88 million CHF), RT-RK LCC (1 million EUR); Standing Conference of Towns and Municipalities (100,000 USD); Innovation Fund of the Republic of Serbia (6,9 million EUR); Delegation of European Union to Serbia (1 million EUR).
“Climate Smart Urban Development Challenge” project will be implemented by the Ministry of Agriculture and Environmental Protection, in collaboration with the United Nations Development Programme (UNDP). The project duration is five years and will be jointly financed by the Global Environment Facility, Ministry and respectful municipalities. The objective of this project is to promote climate-smart urban development. To do so, it seeks to actively engage citizens, communities and businesses – as a means to jointly identify, finance and implement climate smart solutions for cities. As a part of this, it will harness new information and communication technology (ICT) to enable and spearhead innovation and productivity gains in city services, in particular by improving the ability to collect, manage and share large data sets and to integrate ICT into existing city management systems. The project will take a complementary, 2-pronged (2 components) approach. First, the project will assist participating municipalities to mainstream ICT into city management systems, putting in place digital inventories and tools to gather data and monitor actions. Second, the project will establish a challenge programme as an innovative mechanism to source solutions for low-carbon activities, and will subsequently support the implementation of activities identified under the programme. Project will be focused on areas such as sustainable urban planning, sustainable energy production (including energy efficiency and utilization of renewable energy resources), waste management in terms of reduced GHG emissions, intelligent electricity networks, energy efficient public lightning, sustainable transport, construction of sustainable ventilation and heating systems, sustainable infrastructure in agriculture etc. This project will promote innovative and integrative approaches and new technologies for reducing greenhouse gas emissions at the local level and will promote new business models, public private partnerships and social inclusiveness as integrative approach in mitigating climate change. Project will also provide assistance in the establishment of “Innovation Challenge Programme (a sort of project based Fund)” with the goal to provide initial capital for interested stakeholders (including businesses, research-scientific institutions, civil society organizations, individuals etc.) for testing and initiation of most innovative project ideas, including the opportunity for further co-financing of the most successful solutions.
UNDP is currently implementing two migration related projects: “Strengthening local resilience in Serbia: Mitigating the impact of the migration crisis” and “Enhancing Local Resilience to the Migration Crisis” worth 2,390,000 USD in the period of 2016 till 2018. So far UNDP performed strategic analysis of the evolving local community needs, to assist the municipalities most affected with the migration crisis to use it to stimulate sustainable development, and be better prepared for current and future shocks.

The above mentioned projects will provide immediate additional support in the following areas:
1.       Improving capacity of local authorities to manage the impact of migration by identifying key legal- and capacity weaknesses in public service delivery, convening government and municipalities to set priority actions, and assisting in the process of municipal service delivery. 
2.       Management of public service delivery in Presevo, Sid, Bujanovac, Bosilegrad and Dmitrovgrad.  Working with public utility providers, UNDP will assist in introducing safe and environmentally-sustainable solutions to waste removal and waste management. 
3.       Improving social support services in Presevo and Sid, and in municipalities where migrants and refugees may stay for longer periods of time. 
To achieve synergy in supporting the impacted municipalities and enable coordination of activities of all the relevant domestic and international stakeholders, UNDP Serbia is chairing the Working Group on Local Community Support (WG), together with the Ministry of Public Administration and Local Self-Government (MPALSG). In addition to MPALSG, UNDP also closely cooperates with the Ministry of Labour, Employment, Veteran and Social Affairs and the Governmental Working Group for Managing Mixed Migration Flows.
Description of Responsibilities
a.            Scope of work
Under the supervision of the respective Portfolio Manager, the On-call Video-journalist will undertake the following tasks:
1.    Agreeing with project teams the issues that will be communicated to the public through news articles and video news reports:
-          Communicating with the respective UNDP project team on all issues related to concrete events coverage.
  1. Producing video news reports:
-          Writing news articles to be incorporated into video reports;
-          Shooting and editing video reports, giving facts about respective project activities and events;
-          Arranging roadshows and video covering of trainings, seminars, fairs and workshops;
-          Proposing which video news reports should be published in the media and at the relevant web sites and producing corresponding items, upon the agreement with the respective UNDP Portfolio Manager;
-          If required, incorporating English subtitles into video news reports. The text for English subtitles will be provided by the respective UNDP Project;
-          If required, uploading the video news reports to at least one news web service site (such as www.infobiro.tv or similar) ensuring it has been available for taking over and broadcasting by electronic media.
b.            Duties, responsibilities and key milestones

All deliverables will have to be quality reviewed and approved by the respective UNDP Portfolio Manager. All deliverables shall be submitted in Serbian language.
On-call Video-journalist must provide high quality video camera along with all necessary equipment for shooting and editing videos.
On-call Video-journalist must have an access to at least one web site of some news web service (such as www.infobiro.tv or similar).
Competencies:
·         Good written and verbal command of Serbian and English language;
·         Familiarity with energy and environment terminology;
·         Proficiency in report drafting;
·         Proficiency in video shooting.
Qualifications
·         University degree journalism and communications/management and production in theatre, radio and culture or similar;
·         At least 5 years of experience in writing text/news articles and making video news reports;
·         Experience in the preparation of publications and promotional materials;
·         Experience in working with wide range of stakeholders (private, government, etc.);
·         Experience in energy and/or environmental sector will be considered as an asset.
·         Experience in working with international organizations will be considered as an asset.

Additional Information:
·         Individual Contract (IC) will be applicable for individual consultants applying in their own capacity.  If the applicant is employed by any legal entity, IC would be issued upon submission of Consent letter from the employer acknowledging the engagement with UNDP. ·         Reimbursable Loan Agreement (RLA) will be applicable for applicants employed by any legal entity. In the case of engagement of Civil servants under IC contract modality a no-objection letter should be provided by the Government entity. The ‘no-objection’ letter must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status (if applicable), and include any conditions and restrictions on granting such permission, if any. If the previous is not applicable ‘leave-without-pay’ confirmation should be submitted.
Engagement of Government Officials and Employees
·         Government Officials or Employees are civil servants of UN Member States. As such, if they will be engaged by UNDP under an IC which they will be signing in their individual capacity (i.e., engagement is not done through RLA signed by their Government employer), the following conditions must be met prior to the award of contract:
(i) A “No-objection” letter in respect of the individual is received from the Government employing him/her, and;
(ii) The individual must provide an official documentation from his/her employer formally certifying his or her status as being on “official leave without pay” for the duration of the IC.
·         The above requirements are also applicable to Government-owned and controlled enterprises and well as other semi/partially or fully owned Government entities, whether or not the Government ownership is of majority or minority status.  
UNDP recognizes the possibility that there are situations when the Government entity employing the individual that UNDP wishes to engage is one that allows its employees to receive external short-term consultancy assignments (including but not limited to research institutions, state-owned colleges/universities, etc.), whereby a status of “on-leave-without-pay” is not required.  Under such circumstance, the individual entering into an IC with UNDP must still provide a “No-objection” letter from the Government employing him/her.  The “no objection” letter required under (i) above must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status, and include any conditions and restrictions on granting such permission, if any. The said document may be obtained by, and put on record of, UNDP, in lieu of the document (ii) listed above.
