Main Purpose
Reporting to the Team Leader of the Systems Engineering Team, the IT Systems Engineer applies technical knowledge in the design, development and implementation of Department of Safeguards Windows based servers and application systems infrastructure. This is achieved by leading projects and providing technically-sound support to enhance and maintain the integrated safeguards environment, with the objective of achieving highly reliable, high-performance, and secure information systems. The IT Systems Engineer uses automation and development skills to create and automate service deliver and the support of these services for the Department’s Agile-based solution development methodology.


Role
The IT Systems Engineer is: a technical specialist, designing, implementing and supporting in-house developed information systems and standard server-based services; a specialist adviser, providing advice to management on establishing secure IT systems and best practices; an implementer, defining, and executing infrastructure projects and security solutions; and functioning as an expert in troubleshooting and fixing systems issues and ensuring excellence in service delivery.


Functions / Key Results Expected
- Automating the provisioning of services, service management tools, applications, configuration management, and maintenance tools in order to achieve the agility required of infrastructures services under an Agile-based solution development methodology.
- Ensure the reliability and availability of the Department of Safeguards servers and hosted services (e-mail, applications, file shares, network services, mobile services) by working diligently with customers and building customized and automated service monitoring capabilities that integrate into the service monitoring tools
- Installing, configuring, tuning and maintaining hardware and software on Windows based servers in response to both customer and business needs and ensuring the software at every layer of the stack is patched and configured according to the Department’s standards.
- Installing, configuring, customizing, patching, and trouble-shooting and maintaining server based applications and in-house applications released through the continuous deployment system based on TFS and Release Manager.
- Enhancing and implementing maintenance schemes including the application of regular maintenance and security patches as well as service packs while adhering to a quality regime based on structured change management system.
- Provide computing, communications and security infrastructure design solutions; participate in infrastructure and application architectural teams; provide design reviews and implement solutions for the integrated safeguards environment and Local Area Network (LAN) systems.
- Plan, document and lead infrastructure projects; participate in the Department's application development projects as a system specialist and solution provider, with the overall aim of providing well engineered, secure and integrated solutions.
- Conduct technical evaluation and proof of concept to evaluate software and hardware products from external vendors and report on the same as a technical expert. 



Qualifications, Experience and Language skills
- Bachelor's Degree - In fields related to information technology, computer science, or related engineering field.
- A minimum of five years of working experience in the relevant field(s) mentioned above, especially in an environment with significant IT security constraints.
- Experience with implementing and managing services for a highly-mobile workforce with stringent security requirements using solutions such as VMWare Airwatch, Systems Center Operations Manager (SCCM).
- Practical experience in system installation, configuration, integration of diverse systems, trouble shooting and problem resolution.
- Practical experience in producing functional specifications and formulating solutions to meet user requirements.
- Practical experience with IT service quality standard processes and service delivery (for example, ITIL) and experience with Agile-oriented solutions development, deployment and operations (“DevOps”).
- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.


Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $58583 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 20738*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leavepension plan and health insurance
