PURPOSE OF POSITION:
The purpose of this position is to provide strategic guidance and develop standards on monitoring and evaluation and reporting results for the partnership. This is a collaborative role that balances both expert technical competencies in measurement and the ability to work with diverse stakeholders from different entities (SO, NO, RO, GC) to develop agreed approaches and guidance that are both practical and can meet strategic information needs.
KEY RESPONSIBILITIES:
CWB Indicators:
  • Lead the ongoing evolution of the Compendium of Indicators with technical sector experts.
  • Quality check all indicator details and associated tools and guidance.
  • Provide practical support and expert guidance to DME staff in NOs, ROs, GC and SOs to use the indicators and tools as necessary.
Horizon 3:
  • Lead on the quality checking of national office indicators in the Horizon system.
  • Provide strategic guidance for NOs in further harmonization and standardization of outcome indicators.
  • Provide expert input for enhancements and new functionalities relating to M&E such as GIS, dashboards, reports, surveys and mobile data collection.
Project Models:
  • Lead the evidence review of Project Models and chair the Project Model Committee.
  • Provide expert guidance to Project Model developers in creating quality M&E frameworks.
  • Quality check any new recommended indicators for alignment with global standard indicators.
Partnership Report on CWB Targets:
  • Analyze partnership wide data and contribute to writing key sections of the report.
  • Review and analyze narrative CWB Reports by NOs, to draw out emerging themes and learning.
  • Provide guidance and support to technical sector teams in their analysis and review process.
  • Provide technical input to Global Centre initiatives such as LEAP 3 and capacity building efforts.
  • Provide on demand expert advice and technical support to ROs and NOs, as well as SOs and GC technical staff around measuring Child Well-being.
Quality of CWB Reports:
  • Lead the quality review process of National Office Child Well-being Reports by Regions and Support Offices.
  • Project manage the quality of Evidence review (NO data quality) by key
  • Support Office staff.
Other:
  • Support M&E team work, including managing of the Monitoring Systems Specialist, plus any interns and represent the team at external meetings as required.
KNOWLEDGE,SKILLS & ABILITIES:
Required:
  • Masters level or equivalent in humanitarian, development or social science related field.
  • Practical skills and experience in developing and managing the development of monitoring and evaluation systems (including standard indicators, instruments, data collection and analysis).
  • Strong communication skills, both written and verbal, including technical writing.
  • At least 5-7 years of experience in the development field, including monitoring and evaluation work specifically.
  • Experience of working with World Vision or a similar large, complex INGO.
  • Experience of living and working in a developing country.
  • Effective in written and verbal communication in English and another core language used by World Vision programmes [French or Spanish is preferable].

  • Good at building relationships both virtually and face to face.
  • Ability to work alone / unsupervised and achieve set objectives.
  • Demonstrates systems thinking and practical problem solving.
  • Willingness to work unsociable hours for different time-zones.
  • Ability to work cross-culturally.
Work Environment:
The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
